The OP is to get DT completed to prepare for RuneScape gold Ice burst, except if you have 55 slayers, in which in which case I'm guessing that you could utilize magic dart. If you decide to do this, you'll want a canifis portal inside your house, which will require completion of DT (or it'll take longer to get there and, well, whatever). You don't have to do DT, but it's a enjoyable quest, and you'll want to finish it at some point or another, so taking it up now will be beneficial. Even if you don't need 70 att., def., str., range and mage can be very beneficial. Magic dart is a fantastic choice...
Absolutely not, but I'm talking about the melee levels? Really absolutely don't require them. Barrows runs are perfectly fine without these. I'm sure that 70 defense might help a little but if you're using the magic of ice, you do not need to use melee. In fact, you don't need to melee at all. Karil is damaged by magic, and Ahrim isn't too slow to reach.
Admittedly I don't normally do more than 1 run one time, but that's due to the fact that I'm incapable of getting out of the maze. (This is before when I had some of the levels you've described). I'm sure I could run up to 3 or 4 sessions at a time.
70 defence is very very beneficial when you are using the blitz-to-sally technique this is one of the best methods(if you aren't able to access to turm/chaotics). Strength and attack speed increase Ahrim, but it's not required and 70 mage is a minimum, 80 is the better choice.
I have this set up: Sacred Clay Helm Granite body Dragon Platelegs, Amulet of Glory of Glory, Ring of wealth, Obsidian cape, Dragon longsword, obsidian sheild/Mithril Defender. I've got around 1 mil to upgrade my armour/ wep. Note: I need the exp so that I don't have to change the helmet. I haven't yet completed the freminik quests either. I'm planning to switch the black boots to dragon ones after I've gotten a couple of more 100ks. Haven't done monkey madness. I'm trying to buy runescape 3 gold find dragon defense, btw...
