Appalachian Trail Survey Segment Map Question |

I am a volunteer for the Appalachian trail conservancy and part of my job is to do corrider monitoring. This requires us to make sure the boundaries of the Appalachian trail are maintained and not encroached upon. My question is that we have segment maps that indicate tract and lot numbers for instance 306-12. On the segment map if the tract is an "Inside tract" then the line around the tract label is a solid line. If it is an "Outside Tract" then the line around the tract label is a dashed line. Can someone tell me what the difference between an inside & outside tract is?
